            <p>I am a professor emeritus in the Andrew Young School of Policy Studies at Georgia State University in Atlanta, Georgia and a municipal securities expert witness. For over 40 years, I taught courses on taxing, spending, and borrowing by governments. A particular research specialty is state and local financing and municipal securities. From 2012-2015, I served on the Board of Directors of the <a href="http://msrb.org" target="_blank" rel="noreferrer noopener">Municipal Securities Rulemaking Board</a> which was created by Congress to promote a fair and efficient municipal market.
